Reblocking must be a community-level endeavor. When working on the ground trying to implement reblocking strategies, if a beneficiary does not feel like s/he's needs are being met, they simply will walk away. Furthermore, its is important to make sure that all voices are included in the first place. Men are traditionally prone to including themselves in community decisions, but women voices are just as important. Implementors of this solutions thus need to be very diligent to not only listen to but include all stakeholder voices.
